Can i file for custrody of my daughter even though im under 18?

Her dad left my daughter and I for a druggie/alcholic who is on probation and fresh out of juvie. He claims he wants to be in her life but hardly ever see's her. he also used to hit me. i do not want him to take her from me but i dont know if i can file for custody because i am under aged. i am 17 and live in California. any ideas?
